Approved Road Works Reveal Changes Around Red Hill Tesla Site

New access and road works have been approved around the Tesla showroom and service facility at 25 Musgrave Road, revealing changes planned for the prominent Red Hill site.

Brisbane City Council approved a compliance assessment in February 2025 for works associated with 25 Musgrave Road and 46 Kelvin Grove Road.

Council records classify application A006646740 as covering road works and/or stormwater drainage. S J Higgins Constructions Pty Ltd is listed as the applicant, with Civil360 Engineering Pty Ltd as consultant.

The approval is not for a new major redevelopment. The works are required to meet a condition of an existing development approval.

Kelvin Grove Road Access Set to Change

The approved engineering drawings concentrate much of the work on the Kelvin Grove Road side of the property, near Hale Street.

Plans show a splitter island at the Kelvin Grove Road access, along with signage, line marking, concrete and kerb works. They also detail vehicle access and circulation within the property.

Council’s approval covers Revision F of two documents: New Crossovers Plan and Details and Signs and Line Marking Layout Plan. Both were amended on 13 February 2025, with the compliance application approved the following day.

The Tesla Site Was an Adaptive Reuse

The works follow an earlier transformation of the Musgrave Road property.

Plans lodged in 2022 proposed adapting existing commercial buildings into a Tesla vehicle showroom and service centre rather than clearing the site for a new development.

The proposal included low-impact industry, showroom and office uses, with internal demolition, refurbishment and changes to the building exterior.

The site subsequently became Tesla’s Red Hill showroom and service facility.

A Key Site at the Inner-City Road Network

The property sits between Musgrave Road, Kelvin Grove Road and Hale Street, with the Inner City Bypass immediately to the north and the Normanby Hotel nearby.

The engineering drawings show extensive parking and vehicle circulation areas around the main building, making access arrangements a significant part of the site’s operation.

What the Latest Approval Actually Means

Application A006646740 was submitted on 4 November 2024 and approved on 14 February 2025.

Council’s decision letter describes the application as “Compliance with a condition of development approval”. In other words, the approved works satisfy requirements attached to an existing approval rather than authorising another major redevelopment.

The latest documents provide no evidence that a broader redevelopment of the Musgrave Road property has been approved or is proceeding.

The Longer-Term Question Is Still Open

Planning material associated with the 2022 Tesla proposal indicated the refurbishment was intended as an interim use ahead of the potential redevelopment of the broader precinct.

There is no indication in the latest compliance approval that such a proposal is imminent.

For now, the changes are more immediate: new access arrangements and associated road works around the existing Tesla facility.
